    3. As long as the veteran is alive he will have to order it himself or give someone a power of attorney to do so on his behalf. That is to get the full record, through FOIA you can get a record but much will be blackened out. He is still alive. Does the person your requesting the military records for have to be deceased if its next of kin applying for them? Actually my dad wants them but Im helping him out. My grandfather doesnt know were doing this. Do we need his permission if he is still alive or is it only if you order online? Thanks.
