Hi Bob, You can order copies by mail from NYC Department of Health's Office of Vital Records without having to use an online service. I believe they charge $15 per certificate and $8.50 for mailing costs. Below is the link where you can download the right form to use. On it, you will see the requirements for proper identification listed at the bottom.
