Actually, prior to 1974, it was the Borough of Richmond, and subsequent to that date it was renamed the Borough of Staten Island. As a county, it has always been Richmond; Richmond County was one of the original 12 counties created on November 1, 1683: Albany, Cornwall, Dukes, Dutchess, Kings, New York, Orange, Queens, Richmond, Suffolk, Ulster and Westchester.
