    3. I'm not worried that they will begin to charge. Their records are transcribed by volunteers and finding ancestors is central to their religion, so they will always need to have these records. Being a church, I think it could get sticky if they start to charge, since they are tax exempt and not a business. Charging for photocopies or even rental fees on films can be charged to an actual physical cost (photocpying, postage) for specific records. Since they already have the records, the website, etc for their own members, they'd have to justify charging - where's the additional cost?
