When I worked for a state workers comp system, we often found SSN's that were compromised in that illegal aliens gave the numbers when they applied for jobs. There did not seem to be any rhyme or reason to it...they just made up a number it seems...so the illegal aliens wages were actually being added to that person SSN account Just because a number has been used by someone does not always have a sinister implication such as ID theft.
