Joyce, The reason would be so that they appeared to be naturalized or native born citizens, rather than illegal alliens. I think that you are saying that using the Soc Sec number of another person was not necessarily meant to defraud the specific person whose SS # they used. That may be the case, but it is still fraud against that individual and the government.
