Perhaps Tony can answer what to do next.... One question...William isn't a Roumanian name. What was his original first name? You can search the Ellis Island site with many options from the One Step site (above, see his utilities). I found a Mosche Lebowitz coming through Ellis Island on Jan 14, 1903 that was a possible.
