As posted by Joe Lake, why would the LDS "restrict" these records? "Albany Listers: On May 14th, 2008 I ordered the following (3) fiche record from the LDS Salt Lake City Library: "An Index of Albany County (N.Y.) Records Covering Materials Within The Dates 1630-1930". Several weeks later I was notified by the local (Sacramento CA) Family History Center that the above (3) Fiche were "Permanently Restricted" (& thus could not be sent from Salt Lake to a Family History Center)."
