The above is a 1900 Census with a Joseph born 1865 in NYC, his parents from Germany and a child Joseph. However, his wife is a Kate. The only Joseph with a Celia was in NJ and he was a German 'Hebrew' and a maker of coates and suites. No William matches. Perhaps with more info I could assist a little..................
