I have a book entitled, "A Century Perspective 1903-2003" by Don Rittner. It is a history of the Troy Police Benevolent and Protective Association, Inc. I checked the years 1937, 1938, 1939....no Harry Powers. There is a photo of a Michael Powers but that is from a much earlier time period.
