    2. Friday February 15 2008Troy Record Article 100years ago Saturday February 15, 1908 “On behalf of the Troy Ministerial Union, Rev George E. Stockwell of Grace Methodist Church submits a formal petition to Albany demanding the removal of Mayor Elias P. Mann for failing to enforce the law against saloons opening on Sunday. The document is drawn up by attorney John T. Norton. The Governor, Charles Evans Hughes, has the power to remove the mayor of Troy according to the city charter, approved by state legislature in 1892. Before taking legal action, the Union sent the mayor a petition with 1000 signatures demanding a crackdown on Sunday law violators. Rev Stockewell says the mayor never responded. Out of 289 licensed saloons in Troy, investigators found 130 were open for business on February 2 and 171 were open on February 9.
