Tuesday June 10-11,2008 TroyRecord Article 100years agoWednesday June 10-11 , 1908 “Governor Charles Evans Hughes has called a special session of the legislature to reconsider 2 bills,collectively known as Agnew- Hart . The bills are meant to strengthen the states constitutional ban on gambling, which went into effect in 1894. Legislature passed in 1895 virtually made racetrack gambling legal. An original supporter of Agnew –Hart, Sen Otto G. Foelkner has been incapacitated with an appendectomy, but says he will make it to Albany and leaves his father-in –laws house in Dutchess County to travel to Union RR Station in Albany by 9:50 PM and is met by a crowd of well wishers.He is quickly placed in an invalids chair . His doctor reports he’s had a mild collapse but will be there to vote on the 11th.The state then approves the bill to ban gambling by a margin of 1 vote. Area senator Frank M Boyce,A Democrat representing Rensselaer Count, votes against the measure. Sen Grady, Democratic minority leader , Sen Owen Cassidy, Republican from Schulyer Co, also weigh in.
