Currently citizens vote for delegates rather than candidates and Governor Hughes , a Republican,thinks that the current system of caucuses and conventions puts too much power in the hands of bosses in both parties.Count Clerk , Jacob V. Jacob's ,a Republican ,explains the proposal.
