Bayliss, who is accused of stealing $6000.00 (100,00 in todays money). He finally catches up with him in Denier ,California near San Francisco , where Bayliss is sitting down to breakfast with his wife and daughter. “I knew they would catch you”, Mrs Bayliss says as Adams arrests him. Bayliss has pocketed premiums,forged checks and forged death certificates and collected benefit's. One of his victims ,Patrick Murtagh, is in court watching proceedings.After a month on the lam, Bayliss has only 16$ left. Watervliet City Attorney Albert J. Danaher is preparing a bill for the legislature on the possible annexation of Watervlite. Danaher hires James M. Riley, a Troy lawyer to do the actual drafting. E,W. Loth , at a Chamber meeting presents a summary of the bill. The proposal would redraw Watervliets boundaries, creating 4 wards roughly equal in population to Troy’s 17 wards. Watervliet would retain its own school board and electric light commission but Police Departments would merge.
