Hall of First Methodist church of Cohoes addresses the Enquireres’ Club on ‘ The City’s Duty to its Citizens’” In Hall's opinion any city’s primary responsibilities include providing a healthy environment,keeping the streets clean,making plenty of parking space available, and operating public schools that develop the intellect of children from all classes of society. Hall says the closest thing to an ideal city is Toronto. There they shut saloons down at 7;00 PM on Saturdays and there are no newspapers published or sold on Sunday. Many audience members believe that a city’s duty to its citizens extends to the socio- economic sphere.
