Friday February 22 2008Troy Record Article 100years ago Saturday February 22,1908 “Mayor Mann orders a citywide crackdown on saloons that violate Sunday closing rule. Ever since 1896, New York State law requires saloons to close at midnight Saturday nights and stay closed until 5am on Mondays. Under the Raines law , the only business that can sell liquor on Sundays are hotels, and they can serve liquor only to registered guests as part of a meal. Saloon owners all over town have been warned informally that they will take a chance to stay open tomorrow. The loudest objections come from the restaurant owners. They have to close if they have tables in the same room as a bar but a hotel laid out the same way can serve alcohol as long as someone registers as a guest and orders a light meal. In some cases hotels serve free lunches to stay within the law while profiting from selling drinks." While some of the liquor dealers were displeased, many saloon owners were pleased that their was no favoritism shown and all bars closed. "We like to have one day to ourselves "one saloon keeper said. Rev. C.F. Wilcox of Trinity Methodist says "we are not after the mayor’s head but warns that he, who having the power to prevent, knowingly permits the perpetration of a crime, is morally responsible for that crime and all its consequences.
