DINGENS. - - - - - - - - - - For the first time in 22 years the Niagara River, from Lewiston to Youngstown, was frozen over, Feb.14. An ice jam formed along the river and it was frozen solid. The river, from the base of the falls to Lake Ontario, was a mass of ice, with the exception of the rapids. The cold and ice seriously interfered with the lower mill district. - - - - - - - - - - St. Joseph’s Lyceum held a very enjoyable entertainment in St. Stephen’s Hall, Feb. 13.
