Not in Rhode Island. I have written to many city clerks office's in Mass., NY, NJ and never had any problems. Try asking for your own as well as your Mom's. Enclose a check for the correct amount and a stamped return envelope. I got a copies of my father's brothers & sister from New Bedford, Mass. without any problems. I had to wait a few weeks but I got what I needed.
