Modern BM|D registers (i.e. those in current use) may be inspected on demand at the registrar's office when it is open and copies obtained on demand for a small fee. Copies of any Birth, Marriage or Death certificate may be obtained by anyone in the world for what ever purpose they wish to use it/them for on payment of a small copying fee.
