Lars, Both my grandfathers worked on building the railroads, one from Sask. to ND, MN and WI, the other from Alberta to Washington State, both from around 1912 to 1925. Both were involved in the logging industry, one as a surveyor for the Canadian Pacific Railroad. The other worked for a logging company, creating new towns that brought in railroad ties to build the railroad further west (Sask and Alb are prairie provinces, without trees at the time), and to build new towns. In fact, both my parents were born in these new towns in 1915. This just verifies your info that he might have moved back and forth across the border for work. There were US censuses in 1910 and 1920. In the prairie provinces there were censuses in 1911, 1916, 1921, 1926. All of these are in Ancestry if you have access to the International versions. If you don't have access, I can look it up for you. Complete names and years of birth and migrations of all family names would make it easier. Teigen is a farm name, I'm assuming. Or a subfarm? I know someone named Teigen who's Norwegian but I never asked him that question. It doesn't sound like a patronymic. Urness also sounds like a farm name, though. That confuses me. Is it possible that your Roland/Robert died in Minnesota? They have good death records. I could look him up there as well. Any other clues? Do you know if/when he was naturalized?
