HI, I cannot find Ralph in the 1891 census. He was born as Ralph CAMPBELL in 1863 at Willington DUR, son of William CAMPBELL a coal miner and his wife Mary Ann nee RICHARDSON. 1n 1881 he is living under the name MARTIN, as his mother had been in a relationship with Fergus O'Connor MARTIN (born Shildon 1843). They did not marry, and Fergus is with his brother 's family in 1881. Here is Ralph with his mother and siblings in 1881. I am descended from Ralph's sister Mary Ann - born as Polly CAMPBELL 1868 but later married as Mary Ann YOUNG (reputed father Robert Young, a draper) to David THOMPSON at Bp. Auckland. John, Jane, William and Elizabeth were all the children of Fergus MARTIN according to their birth certificates.
