The Shipley referred to, which as far as I know is the only Shipley in Northumberland, is little more than one farm. It may have been a township, though I doubt it, but certainly was never a parish. As a large farm, in the old days of labour-intensive agriculture there could well have been have been several families of farm labourers living there in pretty rough accomodation, as well as the farmer in the best house of all - the "farm house".
