Sorry can't help on 1924 inhabitants of workhouses, but I know there is a site which I'm sure is one of Rootsweb sites dealing specifically on workhouses, and the owner is very helpful. If you google search for workhouses, I'm sure this site will be listed. I notice this person had Clayton, if it's Lancashire, I have Claytons in Salford, Oldham, Tonge and Middleton.
