The closest I can come up with is The International Genealogical Directory. (Not to be confused with the IGI when you're googling! :) If it is the same one, then it was originally printed in the early 1900s. A great deal of time before the publication deadline anyone could submit an entry of who they were, their contact details and what lines they are researching. Then, when it was published it contained sections for various bits of information, with one being a genealogists section. It wasn't just a "yellow pages" of genealogists, it had loads of info and the only copy I had ever bought, I found I was referring to pretty much on a daily basis. It was in essence a genealogy bible. Can anyone remember the title and if it's still being printed?
