A broad sweep on assorted sites found the name in Norwich and also a cluster in Sudbury in Suffolk and in parts of Essex. The surname profiler has a density in Essex but 1881 is a bit late and may be misleading. Apart from Norwich I wouldnt begin to know if there is an obvious connection between Lynn and the other places. I suppose the registration would be easy to fall in the cracks of gaps in PRs in places adjoining Downham. I see there is an early 1700s birth for a Gager at Outwell, so perhaps the villages out that way are worth a try in the actual images . I can appreciate your frustration.
