    3. I would think out- relief is the answer. This meant that although someone was officially in receipt of poorhouse/workhouse/almshouse benefits they could receive it whilst living in their home, or the home of a relative or employer possibly whilst doing very poorly paid work. Wasn't this just prior to the Speenhamland System and the problems and changes that led to ?
