G'day Marilyn ! I suspect that he may well have been on a ship that was outside British waters when the 1891 Census took place in which case you will not be able to find him as they were not enumerated. I think they tried much harder to include everybody in the 1911 Census as I have found people in Army Barracks in Malta and India when that took place. They probably included more naval personnel that time also, but it will need a lot of searching to find him ? I hope the sun is shining in W.A. ! Best Wishes !
