Rosie, I'm pretty sure you are able to ask that a certificate only be provided if it meets criteria you mention, and if a certificate is not located, a lesser charge (for the search) is payable. Although it is some years since I obtained a certificate other than using the local office, I did it by telephoning Southport - the young lady I spoke to at that time was extremely helpful. Stan L.
