I am stepping in here a biy late. I have three adopted children - one had been 'relinquished' at birth and the other two (siblings) were 'relinquished' at a bit older age. The first I found on CABI by the birth date and place of birth while the other two were there on the CABI as big as life with birth parents names. All have new birth certificates with our names on it as parents and where we were living at the time of the adoption - each child wanted to be known with different first names now so that may have made a difference too, I don't know.
