Are you saying they included someone, then excluded that same person? And why? I have a cousin (and wife) I'd like to nominate or whatever the word is called, not for my own sake, but for theirs, posthumously. He is listed as a pioneer in Victoria, B.C because he and his wife moved there about 1869. Does one have to have died in CA?
