    3. To the NM EC: Will the Election Committee or the NM State Coordinator please inform the membership the date these statements were placed on the NMGenWeb home page: See: http://www.rootsweb.com/~nmgenweb/Election2006/instruct2006.html "NMGenWeb county coordinators (CC), Assistant State Coordinators (ASC) and the State Coordinator (SC) are reminded that there are By-laws in place on the National site. These By-laws also explain the USGenWeb's request for inclusion of certain links and logos on all county and state sites. It is the responsibility of the SC and each CC to place these links and logos on their state and county sites. The USGenWeb By-laws also provide guidelines governing state elections. The following election instructions are approved by the NMGenWeb Election Committee for this first NMGenWeb election for the position of State Coordinator. These election committee instructions will be posted on the state site for future elections. The next committee will revise as necessary. 1.. The NM SC shall be elected to a two-year term. 2.. A majority of those NM CCs voting shall elect. "Majority" will be determined by the number of CCs voting in the election during the specified voting period (e.g., if 15 votes are received, then 8 will be considered majority). In the event of a tie, the Acting State Coordinator will vote and select the new SC. 3.. All NM CCs currently listed on the NMGenWeb list of county sites shall be eligible to vote. Look-up volunteers and transcribers are not eligible to vote in this election. 4.. A plurality vote is the largest number of votes to be given any candidate or proposition when three or more choices are possible; the candidate or proposition receiving the highest number of votes has a plurality. A plurality that is not a majority never chooses a proposition or elects anyone to office. If there is a plurality vote without a majority vote there will be a runoff between the candidates receiving the two highest vote counts. Runoff elections should be completed in 72 hours after polls close." and http://www.rootsweb.com/~nmgenweb/Election2006/call2006.html "NMGenWeb elects a State Coordinator every two years. Our next two year term begins January 1, 2006. As State Coordinator, I hereby call for an election to choose a State Coordinator for the term of January 1, 2006 to December 31, 2007. Our standing Election Committee will manage the process: Susan Bellomo, susanbellomo@yahoo.com, Chair Harold Kilmer, hkilmer@plateautel.net Pat Bennett mzwhiz@mindless.com Timetable for the Election Process: October 10, 2005 11:59 AM MST to 11:59 PM MST, October 22, 2005 Candidates will notify Susan Bellomo (susanbellomo@yahoo.com) of their intention to run and furnish the URLs to their campaign pages. November 7, 2005 11:59 AM MST to 11:59 PM MST, November 21, 2005 County Coordinators will cast their votes for State Coordinator. Note: Each CC may cast one vote regardless of the number of counties hosted. Susan Stockbridge Bellomo NMGenWeb State Coordinator" When did the NM EC announce to the membership the names of candidates? Also, Please refer to above provision: "County Coordinators will cast their votes for State Coordinator. Note: Each CC may cast one vote regardless of the number of counties hosted." County Coordinators were not given notice to allow casting of votes in this election according to this provision. The above provisions regardless when they were posted, do not allow for the EC to declare a candidate as the new SC. It specifically states that a vote will be cast. Candidates shall not be declared the winner, a vote must be taken. Thank you, Charles Barnum
