Hi Everyone... miss me??? Shari Handley presented a NC report to Board-L and I've copied and pasted it to the bottom of this report. I do have a comment to make about the report. I volunteered to chair the hearing committee and have reconvened the hearing... Yes, I've been working on it and seriously hope to be able to make an announcement next week... I will be posting two more items before the AB ... but I wanted to give you all time to read Shari's comments... Darilee... Shari Handley's report to Board-L ***** We welcome Mike St. Clair to the position of Recording Secretary for the Advisory Board. Please join me in thanking Mike for his willingness to serve the project in this capacity. Bylaws Revision Committee: The BRC continues its task of reworking the bylaws revision. There is a mailing list available (the USGW_WEB-L list) which serves as an open forum for communication between the membership and the BRC. To subscribe, send an email containing only the word "subscribe" to USGW_WEB-L-request@rootsweb.com. List archives can be perused at http://archiver.rootsweb.com/th/index/USGW_WEB. The closed-session disciplinary hearing will reconvene shortly, after a short break for the holidays. It has been slow going due to some requested recesses, as well as some new time constraints on my part. I am grateful to Darilee for volunteering to step in as moderator/chair of the hearing. It is anticipated that, with Darilee's help, work on the hearing can move at a more steady pace toward a conclusion. Logo Contest: The EC is working on setting up a poll to determine our membership's wishes regarding a logo contest coming up this summer. The poll will take place, tentatively, February 9 through 23. More details will be forthcoming as the schedule is worked out. 3. Hello everyone, Sierra, Socorro, Torrance and Valencia Counties checking in. I want to remind all the CCs that Gina Heffernan and I are the Project Managers for the NMGenWeb Archives Files Project. The URL for the project is: http://www.rootsweb.com/~usgenweb/nm/nmfiles.htm and would appreciate if you would link your county page to the NMGenWeb Archives Files Project and your county's specific website. Here is some information about the Archives Files Project from the USGenWeb site (snip snip): About the USGenWeb Archives In June 1996, the USGenWeb Digital Library (USGenWeb Archives TM) was developed to present actual transcriptions of public domain records on the Internet. This huge undertaking is the cooperative effort of volunteers who either have electronically formatted files on census records, marriage bonds, wills, and other public documents, or are willing to transcribe this information to contribute. Once the decision was made to develop a project, originally called "TimeToDo" Something, a call went out to volunteers who would be willing to transcribe primary records as a service to the Internet genealogical community, find a way to get them posted on the Internet, and supporting the The USGenWeb Project county hosts by storing large files in a central location with a search engine. Space is donated by RootsWeb.Com for storage of the files. The table above is broken down by state. The left column represents the location of a Table of Contents for each state, with a brief description of each file and a direct link to it. The right column is the actual location of the archived files. The USGenWeb Archives Digital Library was implemented in July 1996, and files are being added everyday. If you have transcriptions to contribute, please contact the person listed on the state Table of Contents page. Please read the Guidelines for file contributions. The files need to be in ASCII text format, and will be converted by the state archive manager if in another form. To help our volunteers, please read how to prepare files for submitting. If you have any information which would benefit New Mexican Researchers, please summit your files. Any summitions would be recorded as being received from you. Please remember that the NMGenWeb Archives Files Project is apart of the USGenWeb and NMGenWeb family and need your support. 3. 12-12-04 @ 1145 EST As a follow-up to the message sent yesterday regarding this subject, the Senate Bill S. 2845 has three suffixes to it. The one of specific interest is at this URL: http://thomas.loc.gov/cgi-bin/query/D?c108:3:./temp/~c1081PECkY:: Scrolling down to Section 3061 - Definitions, will take you to the area where the additional suggested definition be added: Sec. 3061(b)(1)(A) (i i i ) - "who is alive on the date that access to their birth certificate is requested." This addition would clarify that the legislation applies ONLY to birth certificates of CURRENTLY LIVING PERSONS. If you do not know your U.S. Senator's e-mail address, you can find it at http://www.senate.gov/ Carl C. ORIGINAL e-MAIL New Bill Will Close Records to Genealogists HR10, which was mentioned in the 13 October issue of RootsWeb Review, has passed out of the U.S. House of Representatives and is now part of S.2845. The amendments suggested by David Rencher in his letter to the bill's sponsor, Congressman J. Dennis Hastert, were NOT incorporated into this legislation. Thus, the terms of HR10 will now be considered by the Senate, as part of S.2845. If S.2845 becomes law, as now written, family historians will face some real challenges in attempts to obtain birth records, even on long- deceased individuals. Specifically, what genealogists need to do is suggest to their lawmakers the addition of Sec. 3061(b)(1)(A)(iii) that would read: "who is alive on the date that access to their birth certificate is requested." This addition would clarify that the legislation (soon to be law) applies ONLY to birth certificates of CURRENTLY LIVING PERSONS. If you do not know your U.S. Senator's e-mail address, you can find it at http://www.senate.gov/ This bill can be found online at http://thomas.loc.gov/ Put in S.2845 (in the bill number window) and then select item No. 3; and go to Subtitle B--Identity Management Security; Chapter 2--Improved Security for Birth Certificates. Susan ----- Original Message ----- From: "W David Samuelsen" <dsam@sampubco.com> To: <USGENWEB-SW-L@rootsweb.com> Sent: Thursday, December 09, 2004 10:02 PM Subject: [USGenWeb-SW] Intel Bill without amendment ---Begin Message--- Senate Bill 2845 has passed the Senate without our suggested wording. One of the provisions that did pass reads as follows: "ISSUANCE TO FAMILY MEMBERS- Not later than one year after the date of the enactment of this Act, the Secretary, in consultation with the Secretary of Health and Human Services and the States, shall establish minimum standards for issuance of a birth certificate to specific family members, their authorized representatives, and others who demonstrate that the certificate is needed for the protection of the requestor's personal or property rights." Assuming we were not successful at getting our language in the bill, it looks like our next shot is to get our language in the minimum standards, making it clear that the States are free to issue non-certified copies to the public. You are free to forward this to other interested parties as you see fit. David E.
