Ruth- I'm in digest mode, and I just got the most recent digest, so I now understand your question. This was the first I'd heard of this problem. Looks like a coordinated effort, so it may not matter whether you try the State or municipal Health offices. I'm checking into it. In the meantime, I will assume until informed otherwise that the State Archives does not have a similar policy, so records through 1878 should still be available there. Also, someone mentioned the professional researcher option for more recent records, which is always a good one. The births through 1923 and marriages and deaths through 1940 are available to the public on microfilm at the State Archives. Stay tuned!
