I believe the original email refered to the City/County however my situation was with the State Dept. of Health and Senior Services that refused despite that every information but her mother's maiden name was given to obtain a copy of Death Certificate from 1928. I believe you are correct when talking about the State Archieve for earlier B/M/D-pre 1878. The funny thing is I only sent a similar request in about 6 months ago with very little information known and I recieved a copy of it after the usual 4-6month wait??
