Rita I would be really surprised if the cemetery will do this extra work, unless they are going to charge you for it. How many years ago were you there? Cemeteries get so much Vandalism today, this could also be the reason they are missing. I have found similar in other cemeteries and they tell me that the Stones are the responsibility of the Family. Also they do not recognize Perpetual Care anymore. The answer I received on that at other places is that they cannot afford it. Good Luck to you anyhow and I hope it works out.
