GFC, Did you check the churches? Was he Lutheran? St. Mark's Lutheran Church is in Elizabeth. Must have been the only one around for a while, because eventhough my Grandparents lived in Kenilwoth, they went to St. Mark's in Elizabeth. Also, Union County Courthouse is in Elizabeth. Try there for birth cert? Looked on the census that I had, but unfortunately did not find yours. Have partials for Kenilworth, Elizabeth and Sussex County(Sparta).
