However, the books/documents are right there. You look it up in an index of sorts and give the source to the clerk. They will find the book, mark the page it's located, and give it to you. Takes about 20 minutes depending on the workload. I believe there is a good reason - to prevent people from leafing through the books thus causing them to deteriorate faster. Also, in some cases, the information is restricted (like adoptees birth records) and this way there is some control. It's a little inconvenient, but I think its a worthy practice to protect those sources. When it's in a different location, that's a bit more than inconvenient.
