Donna -- I may or may not have some clues for you. I have two collateral lines to my Myers family. One was Roxanne Myers, who married a Fuller and the other is her sister, Mahala Myers, who also married another Fuller brother. These two couples left Walpack, Sussex, NJ and went to Wayne County, PA. They are buried in Swingle Cemetery. One of those families had a son Hiram, probably born in the 1820's. The other Fuller brother had a son, Ira. Have you checked out Nancy Pascal's page? I think she has a rundown on the Fuller families. According to the information listed on the 1900 and 1910 census, Phoebe's father (Ira/Hiram FULLER) was born in New York. Her mother, Lydia RUMMERFIELD, was born about 1821 in New Jersey.
