I have a general question ..my grandmother was a ward of the state of nj all her life and lived in several foster homes. She has no birth certificate. She was connected to a woman who the state said was her sister when she was almost 20Y, who was raised by adopted parents. I know the name of her last foster mother who is now deceased. Is there somewhere I can write to to obtain records of that foster care mother, like the children she cared for and so forth?? Are foster children records off limits? Does anyone have and informatin on finding one's roots when their grandparent was a foster child? Thank you! Marci
