There is apparently a biographical entry with portrait on page 102 of "New Jersey: A Historical, Commercial and Industrial Review," by Ellis Meeker published in Elizabeth in 1906. See WorldCat entry: http://www.worldcat.org/oclc/7661774 Unfortunately the book is rather rare, even in NJ there are only 4 copies in libraries, but is publicly accessible here at Rutgers (the state university) and Ocean County library. You may be able to get a photocopy through interlibrary loan services provided by your local library. WorldCat shows no copies west of the Mississippi... Before coming to Jersey City, Stafford was president of Seton Hall University from 1899-1907 (see http://events.shu.edu/150/history.html). Stafford Hall there was named for him in 1960 (http://www.sohps.org/seton_hall_history%20walking_tour.htm). Perhaps the Noe Archives dept. there could provide more information: http://library.shu.edu/sc-homepage.htm There was probably an obituary in the Jersey City papers; the Jersey City Library does obituary look-ups for a small fee. I'm not sure if the Paterson library offers a similar service, but they do have a local history department.
