Your Cousin may have been referring to State Census as opposed to Federal. Some states (NY and NJ included) took a State Census, usually on the 5 years between the Federal. These can be very valuable, as some are more detailed than the Federal, also the 1885 and 1895 can fill in gaps from the missing 1890 Federal.
