You must write to the Hudson County Passport Office for naturalization petitions. It's in the Hudson County Administration Building. I believe the address is 595 Newark Ave., Jersey City, NJ. I went in person. The staff was very nice, but the office was understaffed and genealogists were a low priority. People on NJHUDSON-L who have dealt with the office by mail have had long waits for the documents they requested and have had to make follow up phone calls. On the positive side, understaffing meant they simply handed me the large ledgers which I requested. I was able to handle the original naturalization petitions of my great-great-grandfather and my great-grandfather.
