There was a mental hospital (Esses County Hospital) located in the Township of Cedar Grove at 197 Broad Street in Newark where I had a great-aunt die back in 1936. She'd been there 26 years when she died. I don't have the Census ED information but residents would have been counted and perhaps listed at that address without identifying their reason for "living" at that address.
