Sounds like the Civilian Conservation Corps ( CCC). It was an FDR depression era program started about 1934 designed to provide useful employment, and a very small paycheck, (part of which was sent home to the family). Camps were built around the country, many in remote areas and young men were recruited to fill them. Usually members were sent quite a ways from home, probably to make it harder to quit. Initially, they were staffed by military and recalled former military cadres, who provided the leadership and discipline needed to get it running. The atmosphere was Spartan, food plentiful and the work hard and rewarding. Many of the projects that they undertook survive today in national and state parks. It was generally a successful program, but as the nation moved toward a wartime economy it was gradually disbanded.
