Hi Terri, I suspect that this is an example of someone who didn't understand Quakers, who was trying to make sense of the information they found. During this time Quakers didn't believe in tombstones, someone unfamiliar with this must have assumed that the stones were removed. I don't believe Quaker Cemeteries have stones. The one in Woodstown, Salem Co, NJ doesn't have stones.
