To me, it looks like the information is simply a by-product of partial "credit headers", which can go back as far as twenty years. These websites will allow a user to perform a "teaser" search, before requesting a full record for a paid fee. The initial search will yield a name, approximate age, present an former addresses and possible relatives. Sometimes, that is good enough. I looked on peoplefinder.com for your Charles BUDD, and came up with the following record. Name: CHARLES RUTH BUDD (Age: 96) Addresses: FORT LEE, NJ, BRONX, NY Relatives: RUTH C BUDD, WILLIAM A BUDD, JODI A BUDD Searching for William A. Budd, he may be found in Fort Lee with his wife, Jodi (nee Wiseman). You can find his telephone number by using an advanced search on zabasearch.com.
