I found my my grandfather's 1920 naturalization records in the Bergen County Courthouse. They insisted that naturalization was a federal issue, and it has been since any of today's county worker have been alive. The difference was that I had the original certificate with the volume and page number. I reminded them that once a book was created in that building it never ever leaves the building. They have moved their offices since I found mine. By now, I think they know that they have them. Good luck with your search.
