I have a real brick wall with this Moffett family who possibly lived in county Down. The only real lead I have is a record of William's son's Marriage as follows: "William MOFFAT -m- Agness O'NEILL on 26 November 1858 at Scarva, Down, Ireland. The Groom was listed as living at Terryhoogan but they later returned to Scotland. Groom's Father - William MOFFAT, Mason". I am unsure where he lives as there is no place of residence given - I don't know if he lived In County Down, or even Ireland.
