My gut feeling is that this is: Voltlage, Lower Saxony, Germany -W & V sometimes sound the same, i.e., Woltlage & Voltlage -Lower Saxony = Nidersachsen As I recall, this town was in Hannover in the 1800s. I've seen it there in my research. If you go to mapblast.com (among other sites), you will also find other alternative spellings, if Voltlage doesn't work.
