Accidents are reported from all parts of the city. The surface roads are all tied up. The elevated roads are running at regular periods. Up to 10:00 this morning business at the New York post office was suspended, the mail trains being delayed over two hours by the storm. . . . . The city presents a sight never before seen here. Everywhere drifts and wastes of snow hide pavements, street car tracks and the front steps of many business and private houses. Telegraph and telephone wires are down in all directions and communication with the outside world is almost cut off. All day no word has been received from Washington.
